Birth through Pre School Years -Texas Specific links Early Childhood Intervention - ECI is a statewide program for families with children, birth to three, with disabilities and developmental delays. ECI supports families to help their children reach their potential through developmental services. Services are provided by a variety of local agencies and organizations across Texas. Texas Connect **- The Texas Connect materials are designed as a resource for families of infants and young children who are deaf or hard of hearing and as tools for early intervention service providers who work with families. Texas Department of State Health Services** - Our purpose is to ensure all children who are born with hearing loss or deafness are identified early and provided appropriate intervention services needed to prevent delays in communication and cognitive skill development. Texas Education Agency (TEA) Deaf Services- The mission of the Texas Education Agency is to provide leadership, guidance, and resources to help schools meet the educational needs of all students.
